Precautionary Principle: the fog of the volcano ...

The event generated by the dust from the volcano Eyjafjöll returns the precautionary principle on the front of the stage. Should we ban planes to take off?
Beyond the controversy, it is through three recent events (the Icelandic volcano, the storm Xynthia H1N1) to discern a trend deep in our society: we do more fatality . In our way of life dominated by immediacy, speed and satisfaction automated our needs, any failure of a service becomes intolerable. Instead of taking events in stride and remember that man, despite all the scientific knowledge, can never completely eliminate the risks that surround , the public is looking for responsible criticism of the excesses of principle precaution, but when disaster strikes also criticizes the lack of prudence of decision makers.
In this cacophony, it is unfortunate that neither philosophers nor education will make the voice of the slow and relativism in relation to these events.
It is also unfortunate to note a lack of solidarity obvious when disaster strikes. In the case of the volcano, hotels, airport neighbors have greatly increased their rates, taking advantage of weak travelers grounded.
We now need the concepts of precaution and resilience are not just buzzwords but the concepts understood and explained.

In this framework, and to enrich the debate, I suggest you listen to a recent issue of Radio Notre Dame precautionary principle, is it prudent to be cautious ? (21 Apr. 2010). This issue includes

  • Bernard Gerard, Deputy Director Conservatoire du Littoral
  • Boyancé Michel, director and dean of the IPC (Institute for Comparative Philosophy), Professor of Ethics and Politics
  • Guilhou Xavier, a specialist in risk prevention, president XAG Council (Prevention of risks, Crisis Management, Strategic Intelligence)
It allows you to acquire some of the frames of reference for decrypt the current risk management.
The show returns for example the "error learning" to qualify, following Xynthia certain parcels of "black boxes" ... and the difficulties for some decision makers to manage risk.
