HRO: High Reliability Organizations: How

HROs : an approach "built" security

HRO The acronym means High Reliability Organizations It is translated into French by HFO for high reliability organizational . It is a discipline that deals with security in terms of organizational reliability.
To better understand the HRO and before you suggest my analysis in a future post, I suggest, through the reading of two extracts, for your interest in this discipline of risk management was born 20 years ago to USA.
" Following the accident at Three Mile Island, the work of Rubinstein (1979, cited by Vicente, 1999) show that can not be addressed solely from the security angle of front-line operators , but that should broaden the spectrum of analysis to organizational functioning of the socio-technical . If
early work sought to understand why systems were complex generators Accident (normal accident theory of Perrow, 1984; security model nested, Reason, 1997), current research together on behalf HRO "Hight Reliability Organizations" has taken a paradigm opposite is the study of how some organizations have come to be ultra-safe .
It appears from this work that security is a property that emerges from the relationships, rituals and myths exist at the individual and the group, but more at the entire organization (Rochlin, 2001).
Security is built by the organization to meet the demands of the environment. The high reliability organizations are the result of a good fit between external demands and the structuring of organizational units. This has the consequence that there is no one way of organizing security but there may be several ways . The vision of a safe constructed, contingent and adaptive environmental situations explains that security is a balance between men circumstantial, organization, tools and situations . It is important to understand how actors negotiate their participation in the organization. It is in this balance that was built with the experience that is the sustainability of security. Changing this balance due to organizational changes or technological developments as is the automation of some tasks is a source of weakness of the security (Bold, 1993), until a new equilibrium is constructed . Bourrier (1999) points out that it is currently impossible to propose a list of warning signs of a lack of organizational reliability . Described by one against a number of characteristics of organizations involved in construction safety. These characteristics beyond individual attitudes and collective models of cognition and extends to administrative structures and resources that make possible the development of an organizational intelligence, and above all a spirit of inventiveness in terms of safety. They must be part of a learning process in action that never ends (Turner & Pidgeon, 1997). The draft HRO describes the following characteristics:
  • channel redundancy decision
  • redundancy of control between actors,
  • agreement on goals within the organization,
  • centralization and decentralization of decisions when circumstances require,
  • training and continuous retraining.

These characteristics does not constitute an organizational model, but a set of tools available to the organization to address security challenges. "

EXCERPTS the aricle Bruno Tiberghien" THE INHERENT dangerous territories "

"Without going into detail on all of what is on this theory, we can quickly recall the work of Weick and Sutcliffe (2001) on organizations requiring high reliability (OHF ) show before 5 key processes to maintain on a daily basis, a management the unexpected:

  • the attention to failures rather than successes ;
  • the distrust simplification interpretations;
  • the awareness operations (and their sensitivity);
  • the obligation resilience ;
  • the deference to expertise, to ensure the fluidity of the system of decision making.

The combination of these five processes produces a state of "collective vigilance" (mindfulness) , a sort of permanent state of alert due to the quality of interactions within the organization. Be careful here is to develop an acute awareness of discriminatory detail and an increased capacity to discover and correct mistakes that could turn into a crisis . "

Small pleasures of the weekend

A meal that I love: a bowl of soup and a sandwich!
I had to have in my new kitchen next a small board to eat our sandwiches.
I still had not made the purchase because all the ones I saw were very ugly. I finally
found one I like the new shop Little Circus ( Street page, Brussels ) signed Fine Little Day .
And my second little fun this weekend, have this case and its splendid little book travel (complete), it is a beautiful triptych of booklets designed by Carole in Vintage for Kids .
(thank you Carol!)
Thanks for your encouragement, the biggest is that now I'll move on to things more fun.

How To I Prevent New Shoes From Creasing?

high reliability organizational culture and develop the citizens' response to risk ?

Monday December 13, 2010 Conference Centre Edouard VII Opéra - Paris IX
In partnership with the Directorate of Civil Defence, the Ministry of the Interior, Overseas sea, Local Authorities and Immigration
  • identify various approaches to risk culture in France
  • identify ways to develop and disseminate this culture of risk
  • consider how to maintain and feed of this culture within populations .
In a society with regular echo of events reminiscent of the vulnerability of men in the interactions they have with their environment, the need for a thorough knowledge of their environment as manifested in particular by the acquisition of a consciousness and a common risk culture is increasingly felt. Indeed, anyone by his behavior contributes to civil security . This participation is based on the practical expression of common values: the acquisition of knowledge of the risks in our environment and close or distant learning in first aid and implementation of instructions sécurité.Or, recurrence events threatening more and more lives, coupled with the lack of disaster given the magnitude of an event major questions the ability of individuals to be concerned about the risk that it put into practice in a natural and autonomous behaviors appropriate prevention and protection .
In France, recent natural disasters such as storm Xynthia that hit the Atlantic coast or the severe weather that hit in the Var sometimes have highlighted the difficulty manage crises in the emergency in the absence of a risk culture firmly rooted in the French population . It is therefore essential to mobilize communication efforts, information and learning things fair, particularly to younger people. Concerning the major risks (natural and technological) government and endeavor to realize their relays information materials for dissemination promote the culture of risk . For example, specific websites designed by the government and associations invested heavily in the spread of this culture call the citizen to capture this knowledge to become a member eminently essential civil security. Thus, the price of satisfaction with government all the needs expressed by the populations being outrageous for the community, everyone must realize that it may contribute to the well being of all, become the protagonists of their own security and, by means of collective security.

2033, Atlas of the World Future mapping the future and its risks. Written by Virginia

Raisson, coauthor of Atlas "inside information", the book does not pretend to predict the future but to understand the changes taking place to inform the future in a way reasoned.
What lesson learned? That the future is not unequivocal: it is only if we remain passive, we reserve the worst possible future.

MISSIONS AND INTERNAL ARMED

EGEA's article " Requisition, oil and defense " and a recent parliamentary debate on the Finance Bill 2011 show that the action of forces within the domestic missions is still poorly understood.
's book
Hacène Belmessous Operation suburbs: How the State prepares urban warfare in French cities Nor has really triggered a debate on the Web strategy-oriented .

In his post, EGEA questions the notions of security and crisis on national territory. " we can see, I have many questions , because all this shows what appears rather imprecise security concept should be explained (especially as it was justified for the safety interior, but everyone thought so to terrorism). Similarly, the notion of crisis (external or internal, for that matter) also deserves thorough . "

In parliamentary debates, interrogation Michel Vauzelle illustrates that the armed actions of the national territory remains unknown MPs:
"Michel Vauzelle:" Let me interrupt you to clarify my question: I am aware that the police and gendarmerie are in charge of maintaining order within our borders. But it appears, in the program No. 178 of the draft budget law for 2011, program entitled "Preparation and Use of Force", an action 7 dedicated to the financing of home missions (MISSINT). there any action by the army in the fight against terrorism, especially in our suburbs? "

Response Jean-Michel Boucheron, draftsman: "The army reached on the national territory for two types of shares: on the one hand, civil security operations Natural disasters such as pollution of beaches by oil spills, and other hand, the Vigipirate . " "

Some answers:

"The National Security Strategy, based on a policy of defense, internal security policy and civil security and other government policies, will find expression in a new legislative framework . The foregoing guidelines call for change of the order of January 7, 1959 on the general organization of the defense, now codified in the Code of defense, and the future code of Homeland Security. These texts should
indeed take into account the objective of security National and definition of the various policies that contribute to it - defense policy, homeland security policy and civil security, foreign policy and economic policy. They will also amend the definitions of concepts relating to situations or contexts that are no longer valid, especially defense and civil defense economic . These concepts, which organized the defense against a ground invasion from the East, must be transformed to match the risks and challenges of globalization.
Thus, civil defense should it leave room for the current notions of homeland security and emergency preparedness resulting from Acts of 2002 and 2004. These concepts cover the protection of populations and safeguarding of facilities and resources of general interest. "
As for the contract set to be able to hire armies of 10,000 men in the country, the White Paper states:

" In the Similarly, a contract operational protection is set Armed with the national territory . It adds support missions provide general What all armies. It includes a deployability of ground forces could go up if needed 10,000 men within days to contribute to the benefit of civil authority, in priority to the safety issues of importance vital to the flow of land essential to the life of the nation, and for controlling access to the territory . Fortunately there are some additional sentries, who, like Lt. McCormack refuse this development!
