HRO: High Reliability Organizations: How
HROs : an approach "built" security
HRO The acronym means High Reliability Organizations It is translated into French by HFO for high reliability organizational . It is a discipline that deals with security in terms of organizational reliability.
To better understand the HRO and before you suggest my analysis in a future post, I suggest, through the reading of two extracts, for your interest in this discipline of risk management was born 20 years ago to USA.

The vision of a safe constructed, contingent and adaptive environmental situations explains that security is a balance between men circumstantial, organization, tools and situations . It is important to understand how actors negotiate their participation in the organization. It is in this balance that was built with the experience that is the sustainability of security. Changing this balance due to organizational changes or technological developments as is the automation of some tasks is a source of weakness of the security (Bold, 1993), until a new equilibrium is constructed . Bourrier (1999) points out that it is currently impossible to propose a list of warning signs of a lack of organizational reliability . Described by one against a number of characteristics of organizations involved in construction safety. These characteristics beyond individual attitudes and collective models of cognition and extends to administrative structures and resources that make possible the development of an organizational intelligence, and above all a spirit of inventiveness in terms of safety. They must be part of a learning process in action that never ends (Turner & Pidgeon, 1997). The draft HRO describes the following characteristics:

agreement on goals within the organization,

centralization and decentralization of decisions when circumstances require,

training and continuous retraining.
These characteristics does not constitute an organizational model, but a set of tools available to the organization to address security challenges. "

"Without going into detail on all of what is on this theory, we can quickly recall the work of Weick and Sutcliffe (2001) on organizations requiring high reliability (OHF ) show before 5 key processes to maintain on a daily basis, a management the unexpected:

Be careful here is to develop an acute awareness of discriminatory detail and an increased capacity to discover and correct mistakes that could turn into a crisis . "
