In a society with regular echo of events reminiscent of the vulnerability of men in the interactions they have with their environment, the need for a thorough knowledge of their environment as manifested in particular by the acquisition of a consciousness and a common risk culture is increasingly felt. Indeed, anyone by his behavior contributes to civil security . This participation is based on the practical expression of common values: the acquisition of knowledge of the risks in our environment and close or distant learning in first aid and implementation of instructions sécurité.Or, recurrence events threatening more and more lives, coupled with the lack of disaster given the magnitude of an event major questions the ability of individuals to be concerned about the risk that it put into practice in a natural and autonomous behaviors appropriate prevention and protection .
In France, recent natural disasters such as storm Xynthia that hit the Atlantic coast or the severe weather that hit in the Var sometimes have highlighted the difficulty manage crises in the emergency in the absence of a risk culture firmly rooted in the French population . It is therefore essential to mobilize communication efforts, information and learning things fair, particularly to younger people. Concerning the major risks (natural and technological) government and endeavor to realize their relays information materials for dissemination promote the culture of risk . For example, specific websites designed by the government and associations invested heavily in the spread of this culture call the citizen to capture this knowledge to become a member eminently essential civil security. Thus, the price of satisfaction with government all the needs expressed by the populations being outrageous for the community, everyone must realize that it may contribute to the well being of all, become the protagonists of their own security and, by means of collective security.
